Achieving universal health coverage: what it means and where Pakistan stands?.
Pak J Public Health Jan ;2(1):2-3.

Fair access to essential health services for all, such that none suffers from financial hardship while paying for these services, is a goal that best describes universal health coverage. Triggered by the World Health Report 2010, achieving universal health coverage has become a subject of intense debate globally as well as in countries that have put it high on their national policy agenda. The Report encourages governments to consider three fundamental questions first, how is a health system to be financed; second, how can they protect people from the financial consequences of ill-health and paying for health services; and third, how can they encourage the optimum use of available resources.
