Post Graduate studies

I have done M.Phil from Karachi University (pharmaceutics)and want to go abroad for further studies i.e PhD.i have search many university and still searching but still there are some confusion.should i directly send my application to the university or need a consultant(immigration service).there are some PhD prog run by prof and they req application all year but usually self funded.
Does anybody a good university offering Postgraduate studies in Pharmaceutics with reasonable tuition fee as i have to accommodate my partner and daughter too.
